On March 18, we will be hosting two virtual public information sessions for residents on the South Side to offer input on the Habitat and Greenway Enhancement Project, coordinated in partnership with Onondaga Earth Corps (OEC) (12 to 1 p.m. and 6:30 to 7:30 p.m.)
The City Arborist and OEC representatives will discuss the plans for March through May which include removing the old fence and dead and invasive on the Kirk Park side of the creek. These actions are intended to improve the look, beauty and plant and bird diversity at Kirk Park.

Fence removal from Colvin Street to the South Ave bridge began the second week of March. From Mar. 15 – Apr. 1, a contractor will remove an estimated 300 dead, dying and invasive trees inside the fence and a new 4 foot fence will be installed to match the fence along the new Creekwalk. In May, OEC will deploy crews to plant over 1,000 native trees and shrubs to replace what was removed.
Funded through the Natural Resource Damage Assessment and Restoration Program (NRDAR), this project will establish an ecologically diverse plant community along a 1.3 mile stretch of the new Creekwalk from the Kirk Park footbridge to Temple Avenue. It will beautify the corridor and improve recreational opportunities while ensuring public safety. Over the next four years, OEC will take the lead on this transformation including the planting and maintenance of over 2,000 trees and shrubs. NRDAR funding is managed by the U.S. Fish & Wildlife Service and the NYS Department of Environmental Conservation and supports conservation projects that address the historic negative impacts to Onondaga Lake and its’ tributaries.

New York Employees Will Receive Paid Time Off for COVID-19 Vaccination
On Friday, March 12, 2021, Governor Cuomo signed a new law that will allow employees in New York State to take up to four hours off from work, with pay, to get vaccinated for COVID-19.

MAYOR WALSH ANNOUNCES FINE INCREASE FOR ILLEGAL SETOUTS OF TRASH AND DEBRIS
Walsh says goal is to “change behavior” on a practice that hurts quality of life citywide
SYRACUSE, N.Y. – Syracuse Mayor Ben Walsh announced the Department of Public Works (DPW) will increase the fine for illegal setouts to reduce the number of violations across the city. In an effort to deter the improper setouts of trash and debris, the fine and administrative charge will increase to $325. It is a 40% increase over the current $225 total.
"The decision to increase the fine for illegal setouts is about changing behavior not generating revenue," said Mayor Walsh. "We need property owners and residents to follow the guidelines so we can work together to improve the quality of life in our neighborhoods."
Setouts that are illegal include:
· trash on the curb outside of the scheduled collection day by DPW’s sanitation crews;
· debris not properly contained in 30-gallon trash cans or 30-gallon sealed bags;
· debris exceeding 2 cubic-yards; and
· a mixture of waste that should be separated/compiled according its type (i.e. construction debris, household waste, brush, etc.)
In October 2020, Mayor Walsh appointed Sam Perry as the new Public Works Inspector to address illegal setouts of trash and debris. The fine increase will add to the tools in place to help keep city neighborhoods clean, while maintaining the natural aesthetic appeal in each area. Perry’s role will also serve to educate residents about what kind of materials to leave out for collection and when, in addition to the amount and how much waste can be discarded.

Community Convenings on Aging
The Greater Syracuse Aging Services Coalition is a new initiative focused on increasing social connectedness, equity and access for older adults in Onondaga County. The initiative is spearheaded by Interfaith Works, Vera House and the Onondaga County Office for Aging. It is funded by the AARP Foundation and the Health Foundation for Western and Central New York. I am FOCUS Greater Syracuse’s representative on the Action Planning Team.
As part of the Greater Syracuse Aging Services Coalition’s larger data development and strategic planning effort, we are hosting a series of “Community Convenings” in March. We will hear from the community about the needs of older adults, how we can reduce social isolation and inequality, and how we can improve relationships in our community. People of all ages are welcome to participate in the Convenings.

The Land Bank will be awarding two "Green Lots Grants" to beautify a Land Bank-owned vacant lot. Up to $1,500 will be provided for capital improvements (such as raised beds, trees/other perennials, or other materials to beautify the property or tend to a garden on a Land Bank-owned vacant lot). The Syracuse Economic Development Corporation (SEDCO) is offering another round of grants to help small and minority businesses with the coronavirus pandemic this winter.
